SERVICE TYPE A- BASIC SERVICES
STAGE 1- PRELIMINARY and BUDGET ESTIMATE (Milestones 1 & 2)
A.01 Milestone 1:
Undertake studies and advise the client on costs of alternative proposals, what form to proceed; Analysis; establishing a budget cost; outline timetable or programme, and suggesting contract procedure.
A.02 Milestone 2:
Prepare the detailed cost estimate based on Preliminary sketch drawings, showing the cost of each functional element in relationship to the whole of the project. Where applicable, to prepare cost check of alternative designs and specifications to produce an acceptable COST-PLAN.
STAGE 2- PRETENDER ESTIMATE/PRE-QUALIFICATION OF CONTRACTORS AND TENDER DOCUMENTATION (Milestones 3,4&5)
A.03 Milestone 3:
Prepare detailed estimates and brief outline specifications based on measurement from schematic Design information provided by Client or other Consultants.
A.04 Milestone 4:
Provide continuous cost checks during Working Drawings stage using the approved cost plans as basis of checking evolving design against budget and proffer solutions in bringing each functional element of the project within its target cost.
A.05 Milestone 5:
Prepare Tender Documents (Bills of Quantities or Schedule of Rates or Schedule of Works, Specifications,
Forms of Tender, Preliminaries, and Contract Conditions) necessary for obtaining tenders from Contractors and a copy of which the consultant shall price to obtain Pre-Tender estimate. Assist the Client in the
pre-qualification of contractors, sub-contractors and suppliers and advising upon a list of suitable firms to be invited to tender.
STAGE 3 – TENDER ANALYSIS, CONTRACTOR SELECTION AND CONTRACT ADMINISTRATION (POST-TENDER SERVICES) (Milestone 6,7,8 &9)
A.06 Milestone 6:
Tender, Analysis and Reporting, Contractor, Selection.
Price the Bills of Quantities as basis of comparing tenders. Analyse all tenders submitted and prepare a Report with a recommendation to enable the Client decide on a suitable contractor to award the contract.
Writing reports on tenders submitted by contractors resulting in contract award
A.07 Milestone 7:
Assist the Client and design team in the negotiation and recommendation of an equitable price
A.08 Milestone 8:
Provide Contract administration for the duration of original contract period for
Basic services and which shall involve the following.
  • Project Inspection and SupervisionProvide monthly supervision and inspection by a sufficiently qualified member of staff as may be necessary to ensure that the payment for work done are in accordance with the contract.
  • During the progress of the contract, Interim Valuation (based on site measurements etc.) shall be prepared at the agreed intervals or milestones (stages) by the Consultants and such valuations shall form the basis of payments certificates to the Contractor under the terms and conditions of the contract.
  • In conjunction with the design team, initiate and maintain procedures for evaluating, change orders and will
    negotiate with the contractor and recommend adjustments to the contract sum and project schedule
  • Carry out all necessary measurement (where necessary) for the settlement of claims.
  • Be responsible for the management of cost implications of contractual issues.
  • Inform the Employer in writing if they have reasons to believe the total authorized expenditure or contract
    period are likely to be materially varied by preparing cost checks and financial statement at intervals as maybe agreed with the Client
Obtain and or submit report on estimates and other information for Nominated Subcontractors and Suppliers including the supervision of the preparation and execution of the subcontract agreement including payments.
A.09 Milestone 9:
Prepare project final account and final settlement of claims based on the original contract sum for the
main-contractor, sub-contractor and suppliers taking into account all variations and    fluctuation
properly approved during the execution of the project.
This final account and final valuation shall form the basis of the final certificate for payment to the
contractor subject to the terms and conditions of the works contract.
